Is vaping legal in Dubai? The short answer
Vaping is not banned in Dubai or the rest of the UAE. It is a regulated activity. Adults can buy nicotine vape products from retailers, but the sale, the product and the places where you may use it are all controlled.
The easiest way to answer ‘is vaping legal in Dubai?’ for yourself is three questions. Are you old enough? Is the product sold through a proper channel with a printed label? Are you using it somewhere that allows it? If the answer to all three is yes, you are on solid ground. If you are unsure about any of them, do not guess.

The laws behind it
Law-firm summaries of the UAE rules point to a small set of texts. Federal Law No. 15 of 2009 on Tobacco Control covers vaping products, and Cabinet Decision No. 24 of 2013 is its implementing regulation. Federal Law No. 3 of 2016 on Child Rights, known as Wadeema’s Law, adds protections for children.
On the product side, nicotine vape products fall under the Ministry of Industry and Advanced Technology (MoIAT), and the UAE technical standard for electronic nicotine products is UAE.S 5030:2018. That is why products and labels are regulated, and why we ask buyers to read the label and confirm current strength limits themselves.

The age rule: 21 and over
Selling vape products to anyone under 21 is prohibited. That is why every sale on this site is for adults only, and why we repeat the 21+ notice on each page and at checkout.
The rule protects buyers as well as the shop. If you are under 21, you should not buy, and if you are buying for someone else, they must be an adult. Passing a vape to a minor can create problems for you as well.

Where you cannot vape
Summaries of the law describe restrictions in closed public places and in sensitive locations: schools and other educational institutions, places of worship, health facilities, sports facilities and public transport. There are also rules about vaping in a car when a child is on board.
Parks, beaches and many shopping and office areas are controlled too, and some venues set aside designated areas. The practical rule is simple: if there is a no-smoking or no-vaping sign, obey it, and if there is no sign, ask or step outside.
Your employer or landlord can also set stricter rules than the law. A building that allows nothing indoors means nothing indoors, whatever the device is.

Buying from a retailer
Buy from a shop that states its age policy, prints strengths and product names clearly, and gives you a way to contact a real person. A shop that hides its strengths or will sell to anyone is a warning sign.

Travelling with a vape
Rules for carrying vape products into the UAE, and out of it, can be different from the rules for buying one here. They can also change, and airlines have their own limits on batteries and devices.
If you are travelling, check the current customs guidance for your route before you pack. Dubai Customs publishes official information on its website, and your airline can confirm what is allowed in hand luggage. We cannot give customs advice, so please do not rely on this page for that.
The simplest approach for visitors is to buy what you need locally from an adult-only retailer, and to leave anything uncertain at home.

Can I vape on the beach or in a park?
Many beaches, parks and public spaces restrict it. Look for signs, and ask staff if you are not sure.
Can I vape at work?
Indoor workplaces are usually closed spaces, and employers can set their own rules. Check your workplace policy before you use a device indoors.
